Cooperative Purchasing Programs
The City of Fort Oglethorpe is a member of several Cooperative Purchasing Programs (Co-Op). These programs provide the City with discounted pricing from vendors who participate in these Cp-Ops. In addition, when an approved government contract has been added to the program, the City sometimes is eligible to contract with a vendor without going thru the competitive bid process.
The Houston-Galveston Area Council (H-GAC) Co-Op
One of the Co-Ops in which the City is a member is H-GAC Buy, also known as The Houston-Galveston Area Council (H-GAC). You can learn more about H-GAC Buy from their website. While H-GAC is located in Texas, government entities from around the country are eligible to join. The City of Fort Oglethorpe joined in 2022. Our account number with H-GAC is ILC22-11885. This number should be included on all City Purchase Orders issued by the City for work or contracts through H-GAC vendors.
The Houston-Galveston Area Council (H-GAC) is the largest of 24 Councils of Government (COG) in Texas, and is a political subdivision of the State of Texas. It has been serving local governments for more than 40 years. H-GAC’s Cooperative Purchasing Program, known as HGACBuy, was established pursuant to Texas Interlocal Cooperation Act [Texas Local Government Code, Title 7, Chapter 791]. The Act allows local governments and certain non-profits to contract or agree under the terms of the Act to make purchases or provide purchasing services and other administrative functions appropriately established by another government entity. The Interlocal Contract (ILC) is the required legal document that establishes a link between the Member (local governments and certain non-profits) and HGACBuy, and gives the Member access to HGACBuy contracts.
